How the Page Insights Test Works
Enter a URL and the tool asks Google’s PageSpeed Insights API for a mobile report on that one page. PageSpeed Insights runs Lighthouse, Google’s page audit, in a simulated mobile load, and the tool turns the result into the report you see. The request goes from your browser straight to Google.

An item is flagged when its Lighthouse audit scores below 0.9 on Lighthouse’s 0 to 1 scale. Passing everything does not mean the page is perfect, only that it clears these twelve checks.
Why your score moves between runs
Lighthouse is lab data: a simulated load on a simulated mid-tier phone. Network conditions, server load and the test machine all shift the result, which Google’s PageSpeed Insights documentation says plainly. Run the test two or three times before reading much into a few points either way.
What it does not check
It tests one page, on mobile, in a lab. It does not use the real-visitor (field) data from the Chrome UX Report that PageSpeed Insights can also show, and it does not look at your Google Business Profile, map pack visibility, citations, reviews, or your competitors’ keywords and backlinks. Those need a person looking at your market, which is what the manual business and website audit is for.
